There are Programs outside the Apple-World, which use the same mechanism as Apple to create IMAP-Notes, for example ImapNotes3 for Android
I thougt I could use this extension to edit such notes, but it does not work, the addon reports "This does not appear to be a valid iOS note!"
The source code of the notes looks like this:

Just switched over everything from Apple clients to Thunderbird (using TBSynx + CalDAV/CardDAV provider).
This addon would also allow me to use the notes IMAP folder inside Thunderbird (which I use a lot on macOS).
An update for TB 78 would be awesome!
P.s. where is this addon being developed (GitHub / GitLab link anywhere?).

I don't use add-ons very often, but this has been installed for me since I had my first iPhone; Excellent, simple, small, handy add-on that just does the trick.

Tried creating shortcut i.e CTRL+A to create to create a note and not able too. When I right click on a message, if I click "Edit IOS IMAP notes" it says "(JavaScript Application) This does not appear to be a valid IOS note!" How do I add initial IMAP Note? Thanks, Jon

so yes, creation of new notes is currently not supported, you can see a workaround in one of the reviews below / or just create a new note using your iDevice.
I will see that I can add note creation in one of the new releases.

Usefully allows editing of IMAP iOS Notes viewed in TB so the changes can sync back to an iPhone.
The ability to create notes would be nice!
Perhaps just change the error message, that occurs when trying to use the add-on on an email message created in TB, from "This does not appear to be a valid iOS Note" to a choice of "Convert to iOS Text Note" or "Exit" and add the functionality to add the header line "X-Uniform-Type-Identifier: com.apple.mail-note" to the message header.
But I guess you would also need some instruction directing the user to first create the message in the Drafts folder then move it to Notes. Hmm... not as easy as it first appears! Adding a dialogue to the "Write" button allowing a choice of email message or IMAP Note looks hard to do!

Very easy to use, but you should really consider adding the note-creation feature. It's really easy, the mail only needs one more header and the ios app will recognize it as a note:
X-Uniform-Type-Identifier: com.apple.mail-note
Workaround:
1. Install Header Tools Lite
2. Write the note
3. Save it as a draft
4. Move the draft to Notes folder
5. Edit the Headers using Header Tools Lite and add the following line:
X-Uniform-Type-Identifier: com.apple.mail-note

This is very useful in its current state.
Some new Info:
I use the Mac Desktop App version of Notes, this plugin allows you to edit those Notes as well from inside TB! (and they do sync to my iPad as well as the Desktop app, though I only read them from the iPad)
A Problem:
Editing the notes in the desktop app creates multiple duplicates when displayed in TB (a duplicate is created each time the desktop app auto-saves). not sure if this is the same in iOS, since I only read the notes on my iPad.
Workarounds...
Multiple Duplicates:
Now that I can create and edit the notes in TB, I will not be using the desktop app anymore, I will do all my notes in TB
Creating Notes in TB - using the Copy Trick:
1 I cleared all the Notes out of the Root Level of the Notes directory, keeping everything in sub-folders
2 I created a Note on the root and named it 'Note Template'
3 To create a new note, I CTL-Drag the template into one of the sub-folders
4 I go to that sub-folder, and can edit the note
5 Naming a note is as easy as overwriting the first line in the note ('Note Template')
All in all, extremely useful to me!

In your feedback you refer to the 'desktop app'. Is this part of your Apple OS? I sometimes have the multiple note problem but rather seldom. Good to hear its useful for you...

One little bug: If no note is displayed in the bottom pane (such as when you restart after the install), right-clicking on a note has Edit iOS Note grayed out. But after you left-click on a note, you can then right-click ANY note to edit the latter note. How about having right-click on the folder create a new note? While not as neat as having a Notes context menu option to create a new note, this works pretty well: Assuming you already have a note, you can just use the normal Thunderbird facility to copy it to ANOTHER folder. Edit it using Edit iOS Note. Then move it to the Notes folder. The first line will be copied into the, seemingly, uneditable Subject: line. [CONFIRMED: The new note makes it to GMail and onto my iPhone. But I am worried that the "unique" ID in the header is NOT unique.]

Thanks for your feedback. Please be patient - this is the very first version. To create new notes is on my todo list. I coded this Addon during the Christmas break and have no time to continue the development right now. I plan to collect all suggestions and work on an update when time permits. Until then please use the copy workaround. Can you confirm that it works on an Gmail account?
