It works with 3.1b2 also, after disabling the version compatibility check.
Videos that don't have a real 720p version available seem to be of much lower quality than the high-quality lowres version (&fmt=18). More on par with the standard one. If this is detectable it should switch to fmt=18 if the fmt=22 version isn't 720p.
