Pour compléter (et plussoyer) le commentaire d'Elidan01 plus bas (et très utile !!!), sur ma Debian Buster, j'ai fait ça :

apt install thunderbird-l10n-fr


Pour moi, quand j'installais le pack, j'avais un panel avec des bouts de XML en rouge et gras qui couvraient environ 70% de l'application...

Grâce à l'astuce d'Elidan01 (et le bon paquet), tout marche nickel.
