Cannot detect any effect or menu selection or operating button. Do not recognize how to configure nextcloud account.

This is a FileLink Addon that does not add UI elements by itself. Please refer to the documentation at https://joendres.gitlab.io/filelink-nextcloud/#installation for help.
If that does not solve your problem, please feel free to contact me for further explanation.
