This add-on allows you to automatically publish your Lightning calendar information (not the events, just busy times) to a file on your hard drive or on an ftp server. Other users can use this file to determine when you are available for meetings and events. Users in either Thunderbird or Outlook can consume this *.ifb file and use it to schedule meetings. Once you publish, you can provide either a ftp or http link to your *.ifb file and the other users can plug that into their Outlook or Thunderbird to see your availability.
The Lightning meeting scheduler (Invite Attendees...) can be enhanced by configuring the free/busy extension to read the free/busy information for other people. First, have the other users publish their free/busy (*.ifb) files to a public web address. How? Using this addon (Thunderbird) or using a publishing step (Outlook). Second, configure the Settings tab in your Free/Busy extension (under Tools in Thunderbird) to fetch their free/busy info from a http or ftp link.
Finally, you may need to lobby the Outlook users to publish their free/busy information so that you can see if from Thunderbird. Here is an information link to help with that: http://support.microsoft.com/kb/291621
