the "fonf" - button activates the function as in the menu "Tools" - "Runs Filters on Folder".
it's easier to reach the function with that button.

the "Filter" - button only opens the "Message Filter" dialog, where you can handle your message filter.

Unfortunately, this does not seem to do anything in Win 10 with the latest Thunderbird. It will open the filters file but it will not run any filters.
